我国是世界上劳动人口最多的国家，部分劳动者职业生涯超过其生命周期的二分之一。健康企业建设是健康中国“细胞”建设的重要组成部分，对维护劳动者身体健康、促进经济社会持续健康发展至关重要。

 

China is known to all by its largest labor force in the world and some labors’ career lives exceed half of their life cycle. The construction of healthy enterprises is an important component of the "cell" construction of Healthy China which is crucial to maintain the physical health of workers and promote the sustainable and healthy economic and social development in China.

 

22日，由中国社会工作联合会指导，上海市卫生健康委员会、上海市总工会、上海市健康促进委员会办公室共同主办的“企业健康促进专项活动点亮暨专家委员会成立仪式”在上海举行。会上，相关部门、专家学者共同探讨做实、做细、做深企业健康促进工作，借助数字健康为职工提供更精准、更便利的优质医疗资源，不断提升健康获得感。

 

On (March) 22nd, the Establishment Ceremony of Enterprise Health Promotion Special Activity and Expert Committee was successfully held in Shanghai which jointly organized by Shanghai Health Commission, Shanghai Federation of Trade Unions, and Shanghai Health Promotion Commission Office under the guidance of the China Association of Social Workers. At the ceremony, relevant departments, experts and scholars discussed the promotion of enterprise health with practical, detailed, and in-depth ways, and provided employees with more accurate and convenient high-quality medical resources by digital health, continuously improving their sense of health gain.

近年来，全国各地各部门全面推进健康中国建设，全方位全周期维护人民健康，从“健康细胞”到健康乡镇、健康县区，再到健康城市、健康省份，已经形成了全链条推进健康中国建设的工作体系。

值得一看的是，2019年发布的《健康中国行动（2019—2030年）》含有十五项重大行动，其中一项就是“职业健康保护行动”，健康企业作为“健康细胞”之一，也是推进健康城市建设和落实职业健康促进行动的重要内容。同年，国家七部门联合印发了《关于开展健康企业建设的通知》和《健康企业建设规范（试行）》。

 

It is a remarkable fact that the Healthy China Action (2019-2030) released in 2019 proposed 15 special campaigns, one of which is the Occupational Health Protection Action. As one of the "healthy cells", healthy enterprises play an important part during the construction of healthy cities and implementing occupational health promotion actions. 全国爱卫办副主任、国家卫生健康委健康中国行动领导小组办公室常务副主任、规划司司长毛群安在会上表示，经过几年努力，健康企业的建设呈现出了一种新的气象，从上到下，大家都在关注企业环境的建设、员工健康的维护。越来越多的人意识到，健康企业建设是促进职工健康、实现美好生活的重要基础，同时它也关乎企业生产力、竞争力，对企业高质量和可持续发展不可或缺。

 

Mao Qunan, Deputy Director of the Patriotic Health Campaign Committee, Executive Deputy Director of the Health China Action Leading Group Office of the National Health Commission of the People’s Republic of China, and Director of the Planning Department, stated that the construction of healthy enterprises has ushered a new atmosphere after years of hard work in the meeting. Everyone, from various sectors, is paying attention to the construction of the enterprise environment and the maintenance of employee health. More and more people are realizing the fact that the healthy enterprises construction is an important foundation for promoting employee health and achieving a better life. Meanwhile, it is also related to the productivity and competitiveness of enterprises which is indispensable for the high-quality and sustainable development.

 

来自国家卫健委2023年末公布的数据显示，全国已建成健康企业近 1.9 万家，和2022年相比增加了 38.5 %，连续三年增长 30 %以上。

 

According to data issued by the National Health Commission of the People’s Republic of China at the end of 2023, nearly 19,000 health enterprises have been established nationwide, an increase of 38.5% compared to 2022, and an increase of over 30% for three consecutive years.

 

中国社会工作联合会副会长兼医务社会工作专业委员会主任周冰表示，本周恰逢每年一度的全国社工宣传周，今年的主题是“汇聚社工力量，服务美好生活”，与此次的企业健康促进专项活动主题“推动企业健康促进，社工助力美好生活”十分契合。

“我国的医务社会工作从诞生到今天，刚刚走过了百年历史，在相当长年代里基本上处于停滞状态，再次起步已是近年。”周冰说，随着医务社工发展的政策环境频频利好、密集出台，预示着医务社工发展迎来了大跨步发展的机遇期。“有为”才能“有位”，“有位”就会更加“有为”，期待业内共同探索健康社会工作的创新方法和有效实践，以星星之火成燎原之势，为提升企业员工的健康作出更大贡献。

“上海样本”：制定建设规范、搭建数字服务平台

近年来，上海致力于建设亚洲医学中心城市和亚洲一流的健康城市，目标到2030年，成为具有全球影响力的健康科技创新中心和全球健康城市典范。为广大职业人群撑起健康保护伞，成为当前一项重要工作。

 

During the recent years, Shanghai has been committed to building itself into an Asian medical center and a first-class health city in Asia. It also aimed to be a globally influential health technology innovation center and a model of a global health city by 2030. At present, providing health protection umbrellas for the general occupational population has become an important task of Shanghai.

 

2023年7月，上海市卫健委联合上海市总工会发起上海市企业健康促进专项活动，助力企业健康促进机制建设、职业人群健康素养水平提升、职业人群健康服务配套完善。

 

In July 2023, Shanghai Municipal Health Commission and Shanghai Federation of Trade Unions launched Shanghai Enterprise Health Promotion Special Activity to assist the construction of enterprise health promotion mechanisms, the improvement of occupational health literacy levels, and the improvement of occupational health service support.

 

“我们结合上海健康企业建设开展的实际情况，研制了《上海市企业健康促进建设规范》十条标准，从健康文化、健康制度、健康环境等层面，为企业开展各项健康促进工作明晰方向。”上海市健康促进委员会办公室主任、上海市卫生健康委员会副主任陆韬宏说，目前，正在申请健康企业上海地方标准研制，获批后将进一步推动企业健康促进工作。

 

“We have developed Shanghai Enterprise Health Promotion Construction Norms based on the situation of Shanghai's health enterprise construction, which clearly clarifies the direction of various health promotion work for enterprises from different aspects of health culture, health system, health environment, etc.” said Lu Taohong, Director of Shanghai Health Promotion Committee Office and Deputy Director of Shanghai Health Commission. He also said that the development of local standards for healthy enterprises in Shanghai are been applied and will further promote the work of enterprise health promotion after its approval.

 

搭建数字服务平台是上海推动企业健康促进专项活动的另一大看点。据悉，“健康e企行·企业健康促进数字服务平台”把企业健康促进单位申报线上化，让企业在平台上找得到医生专家、找得到优质的健康服务资源，令职工在线上获取科普知识、享受健康福利、参加健康活动，切实推进优质医疗健康资源进企业的“最后一公里”。目前，专家库已有629位名医专家。

 

Building a digital service platform is another noteworthy point of Shanghai's special campaign to promote enterprise health. It is reported that e-Health Promotion into Enterprise·Enterprise Health Promotion Digital Service Platform has made the application for enterprise health promotion units online. This measure allows enterprises to find doctors, experts, and high-quality health service resources on the platform and enables employees to gain popular science knowledge, enjoy health benefits, and participate in health activities online, effectively promoting the “last mile” of high-quality medical and health resources into enterprises. Up to now, 629 renowned medical experts joined in the expert database.

 

数字平台还具有健康管理功能，企业可以在平台管理职工的健康活动参与数据、健康服务体验数据，让企业的管理动作与职工的行为动作实现精准联动。比如，通过健康科普教育学习的量化统计分析，为下一步工作改进提供更加精准的数据支撑。

 

In addition, the digital platform has health management functions and it  allows enterprises to manage employee health activity participation data and health service experience data on the platform. Therefore, the precise linkage between enterprise management actions and employee behavior actions has been gained. 上海市企业健康促进专项活动累计开展了60余场企业健康促进服务专场公益活动。

 

Over 60 special public welfare activities for enterprise health promotion services have been carried out in Shanghai.

 

上海市总工会党组成员、副主席徐珲表示，专项活动还把各类健康服务资源送到基层一线，送到职工身边。截至目前，已累计开展 60 余场企业健康促进服务专场公益活动，覆盖电力、制造、物流运输、建筑施工等各类行业，切实提升职工的归属感与获得感。

 

Xu Hui, a member of the Party Group and Vice Chairman of Shanghai Federation of Trade Unions, expressed that these special activities have brought various health service resources to the front line at the grassroots level and other employees. At present, more than 60 corporate health promotion service special public welfare activities have been carried out, covering various industries such as electricity, manufactures, logistics transportation, and construction, effectively enhancing the sense of belonging and achievement of employees.

 

“去年，我们参加上海市企业健康促进专项活动，通过‘健康e企行’服务平台，引入科普讲座、健康筛查等企业健康促进服务专场主题活动进企业，将名医专家、健康服务、健康福利等优质医疗资源赋予职工，有效帮助职工提升健康素养水平。集团共有11家单位参加了企业健康促进合格单位的申报，其中8家单位积极申报为企业健康促进示范单位。”华建集团党委副书记、工会主席夏冰说。

加大深度与广度，持续推动企业健康促进

“健康中国的目标就是全民健康，就是要保障每个人在不同的生命阶段，都尽可能达到最理想的健康状况。”

毛群安说，现在一些年轻职工不得病，对健康的意识就不强，等得了病，健康受到了影响危害的时候才意识到。在接下来推进健康企业促进工作更高质量、更可持续发展中，要坚持预防为主、关口前移、早期干预，加快从目前的被动医疗向主动健康转变，即在健康状况好的时候，就要注意健康的维护和促进。

Mao Qun'an expressed that some of the young workers nowadays pay less attention to their own health conditions when they are not ill. They only realize that their health is affected and endangered when they get sick. We should adhere to prevention to be the main focus, shift the focus forward, and promote the early stage of intervention, accelerating the transition from passive medical care to active health. Even though their health is in good condition, attention should be paid to maintaining and promoting health.

 

此外，毛群安还提到，要运用信息技术，创新开展企业健康促进；发挥区位优势，整合区域优质的医疗卫生和健康资源；秉持开放合作，推动健康产业繁荣发展；坚持共建共享，构建健康促进的企业文化。比如，要借力上海在长三角卫生健康一体化行动中的区位优势，既用好上海的优质的资源又加强区域健康资源共享和服务联动，更好的推动企业健康促进工作开展。

需要注意的是，随着工业化和城镇化快速发展，职业健康工作当前面临双重挑战，当前医疗卫生和健康的服务模式与企业员工健康的要求存有部分不相适应，在健康企业建设的过程中，应关注创新服务新模式和新业态。

 

It should be noted that the occupational health work is currently facing dual challenges under the background of rapid development of industrialization and urbanization. The current medical health service models are partially incompatible with the health requirements of enterprise employees. During the development of healthy enterprises, attention should be paid to innovative service models and new formats.

 

徐珲表示，将进一步加强职工健康需求调研，全面了解职工对于健康服务的需求，有针对性地推出更加精准、更受职工欢迎的专项服务。计划定期推出心理健康、女性健康、心脑血管健康等专项服务，回应职工的所需所盼。同时，升级服务清单，为职工提供更加个性化的健康服务，并及时总结可复制可推广的经验，动员更多企业加入健康促进的队伍中来。

“加大健康知识普及的深度、广度，持续提高职工健康素养水平，这依然是我们做好健康促进工作的重中之重。”陆韬宏说，继续打造和选树一批健康科普品牌，让健康知识有趣、有料、有用。此外，持续推进三甲医院等优质医疗资源与企业实现精准对接，汇聚更多名医专家，开展“名医入千企”系列活动；以及加强融合联动，形成部门合力，做好新时代职业人群的健康保障，用健康促进助力经济发展，用健康促进点亮社会发展。

He believed that it is good to build and select a number of health science popularization brands, making health knowledge interesting, informative and useful. What’s more, we will continue to promote the precise integration of advantageous medical resources such as tertiary hospitals with enterprises, gather more famous medical experts, and carry out a series of activities called Famous Doctors Helping Thousand Enterprises; and strengthen integration and linkage, form departmental cooperation, do a great job in ensuring the occupational groups’ health in the new era, utilize health to promote economic development, and promote health to light up social development.
